Die Bremer Ausbildungsumlage ist verfassungsgemäß, sagt der Staatsgerichtshof. Wegen einer Sonderregel für Kirchen war die Entscheidung knapp.

Demokratie und Sozialstaat gehören zusammen. Die Bürger in einer Demokratie brauchen Ausbildung und Auskommen, sie brauchen eine leidlich gesicherte Existenz. Das Leben wird weiterhin ungerecht beginnen und es wird ungerecht enden. Dass es dazwischen einigermaßen gerecht zugeht – dafür gibt es den Sozialstaat.“
