Plausible Zukunftsszenarien lassen nur einen Schluss zu: Die wirtschaftlichen und sozialen Folgen des demografischen Wandels werden dringlicher und müssen aus verschiedenen Richtungen angegangen werden.

Demokratie und Sozialstaat gehören zusammen. Die Bürger in einer Demokratie brauchen Ausbildung und Auskommen, sie brauchen eine leidlich gesicherte Existenz. Das Leben wird weiterhin ungerecht beginnen und es wird ungerecht enden. Dass es dazwischen einigermaßen gerecht zugeht – dafür gibt es den Sozialstaat.“
