Es ist ein erklärtes Ziel der Bundesregierung, für „gleichwertige Lebensverhältnisse“ in allen Teilen des Landes zu sorgen. Die Studie zeigt, wie weit die Wirklichkeit von diesem Wunsch entfernt ist.

Demokratie und Sozialstaat gehören zusammen. Die Bürger in einer Demokratie brauchen Ausbildung und Auskommen, sie brauchen eine leidlich gesicherte Existenz. Das Leben wird weiterhin ungerecht beginnen und es wird ungerecht enden. Dass es dazwischen einigermaßen gerecht zugeht – dafür gibt es den Sozialstaat.“
