Diese sogenannte Stille Reserve umfasst Personen ohne Arbeit, die zwar kurzfristig nicht für den Arbeitsmarkt verfügbar sind und momentan nicht aktiv nach Arbeit suchen, sich aber trotzdem Arbeit wünschen.

Demokratie und Sozialstaat gehören zusammen. Die Bürger in einer Demokratie brauchen Ausbildung und Auskommen, sie brauchen eine leidlich gesicherte Existenz. Das Leben wird weiterhin ungerecht beginnen und es wird ungerecht enden. Dass es dazwischen einigermaßen gerecht zugeht – dafür gibt es den Sozialstaat.“
