Die Verwaltung schlägt dem Ausschuss für Soziales, Familie und Gesundheit vor, wie die Maßnahmen und Förderangebote in Wuppertal trotz des Wegfalls von Fördermitteln des Bundes erhalten werden können.

Demokratie und Sozialstaat gehören zusammen. Die Bürger in einer Demokratie brauchen Ausbildung und Auskommen, sie brauchen eine leidlich gesicherte Existenz. Das Leben wird weiterhin ungerecht beginnen und es wird ungerecht enden. Dass es dazwischen einigermaßen gerecht zugeht – dafür gibt es den Sozialstaat.“
