Die süddeutschen Industriezentren sowie – weniger ausgeprägt – die Regionen im Westen haben in den zentralen Innovationsindikatoren fast durchgängig die Nase vorn. Damit der Norden und der Osten aufholen können, muss der Staat handeln.

Demokratie und Sozialstaat gehören zusammen. Die Bürger in einer Demokratie brauchen Ausbildung und Auskommen, sie brauchen eine leidlich gesicherte Existenz. Das Leben wird weiterhin ungerecht beginnen und es wird ungerecht enden. Dass es dazwischen einigermaßen gerecht zugeht – dafür gibt es den Sozialstaat.“
