Zum 1. Juli 2023 treten weitere wesentliche Elemente der Bürgergeld-Reform für den Bereich Markt und Integration in Kraft. Die bisherige Eingliederungsvereinbarung wird durch einen rechtlich nicht verbindlichen Kooperationsplan abgelöst.

Demokratie und Sozialstaat gehören zusammen. Die Bürger in einer Demokratie brauchen Ausbildung und Auskommen, sie brauchen eine leidlich gesicherte Existenz. Das Leben wird weiterhin ungerecht beginnen und es wird ungerecht enden. Dass es dazwischen einigermaßen gerecht zugeht – dafür gibt es den Sozialstaat.“
