Zwischenbericht zur Teilhabeberatung

Die Bundesregierung hat den Zwischenbericht 2021 zur Evaluation der Ergänzenden unabhängigen Teilhabeberatung (EUTB) als Unterrichtung vorgelegt.

„… Das Leben beginnt ungerecht und es endet ungerecht, und dazwischen ist es nicht viel besser. Der eine wird mit dem silbernen Löffel im Mund geboren, der andere in der Gosse. Der eine zieht bei der Lotterie der Natur das große Los, der andere zieht die Niete. Der eine erbt Talent und Durchsetzungskraft, der andere Krankheit und Antriebsschwäche. Der eine kriegt einen klugen Kopf, der andere ein schwaches Herz. Der eine ist sein Leben lang gesund, der andere wird mit einer schweren Behinderung geboren. Die Natur ist ein Gerechtigkeitsrisiko. …

Das Schicksal teilt ungerecht aus; und es gleicht die Ungerechtigkeiten nicht immer aus. Hier hat der Sozialstaat seine Aufgabe. Er sorgt dafür, dass der Mensch reale, nicht nur formale Chancen hat. …

Demokratie und Sozialstaat gehören zusammen. Die Bürger in einer Demokratie brauchen Ausbildung und Auskommen, sie brauchen eine leidlich gesicherte Existenz. Das Leben wird weiterhin ungerecht beginnen und es wird ungerecht enden. Dass es dazwischen einigermaßen gerecht zugeht – dafür gibt es den Sozialstaat.“
